The Purpose of the Building and Sites Committee is to:
- To be a committee of the Diocesan Finance Board advising that body in regard to the best use of buildings and land in the diocese.
- To provide specialist advice and assistance to the Finance Board and "diocesan entities" in property matters. Diocesan entities include parishes, schools, diocesan agencies and any other institution in the diocese.
- To be pro-active in matters relating to diocesan Real Property and buildings.
The Objectives of the Committee are to:
- To provide specialist advice to the Finance Board, and diocesan entities as to the best use of land and buildings in the diocese.
- This advice to be provided in relation to dealing with proposals to acquire, sell, lease, rent, resume, alter the title or lease, rezone or alienate in any form, any Real Property in the name of the Corporation of the Roman Catholic Diocese of Toowoomba, or its nominee.
- To review the planning process of diocesan entities with respect to the preparation of initial briefs to their consultants, design, construction, alteration or demolition of buildings including landscaping and erosion control.
- To review the process used by diocesan entities in the selection of consultants and the preparation of initial briefs to their appointed consultants.
- Where possible, to assist diocesan entities to evaluate plans, drawings, specifications, etc. presented by their consultants as an aid to the achievement of the best possible result. Wherever applicable to a construction project, the policies and guidelines of the Diocese in matters liturgical, educational and financial will be followed.
In order to achieve these objectives, the Committee will:
- Meet at appropriate intervals and receive submissions and proposals from diocesan entities.
- Consider these proposals in the context of the committee's objectives and provide advice accordingly.
- Require that appropriate professional and construction standards are met in any work undertaken in the diocese.
- Where appropriate to invite specialist advisers to assist in the work of the committee.
- Develop and recommend to the Diocesan Finance Board, procedures and policies for the administration of property in the diocese.
- Facilitate adherence to these procedures and policies by diocesan entities.
- Develop strategies for the acquisition and sale of land for future needs of the diocese.
- Undertake any investigations requested by the Bishop or his delegate.
